The DEWA bill, calculated.

Calculate Dubai electricity and water bills with current DEWA tariffs

Quick answer

A typical residential DEWA bill in Dubai is built from five line items: electricity on a 4-slab tariff (23–38 fils/kWh per the DEWA Slab Tariff), water (3.5–5.0 fils/imperial gallon), sewerage, the fuel surcharge (set monthly by DEWA), and the Dubai Municipality housing fee (5% of the property's annual Ejari rental value, billed monthly). 5% VAT is then added under FTA rules. ADAD's free calculator returns a line-by-line breakdown matching the format on your actual DEWA bill.

DEWA electricity rate per kWh (2026)

DEWA charges residential electricity on a 4-slab structure. The marginal cost of 1 unit (1 kWh) in Dubai depends on your monthly total:

Slab (monthly kWh)Rate (fils/kWh)In AED/kWh
0 – 2,00023AED 0.23
2,001 – 4,00028AED 0.28
4,001 – 6,00032AED 0.32
6,001+38AED 0.38

Plus the monthly fuel surcharge (recalculated each month by DEWA) and 5% VAT. Slabs reset at the start of each billing cycle. So "1 unit of electricity in Dubai" costs 23 fils (AED 0.23) at the lowest slab and 38 fils (AED 0.38) at the top slab, before surcharge + VAT.

Understanding Your DEWA Bill

Understanding Your DEWA Bill

The Slab Tariff System

DEWA uses a slab tariff system to encourage conservation. The more you consume, the higher the rate per unit. For residential customers, electricity starts at 23 fils/kWh (Green Slab) and can go up to 38 fils/kWh (Red Slab). Water starts at 3.5 fils/gallon and goes up to 4.6 fils/gallon.

Fuel Surcharge

This variable charge reflects changes in global fuel prices. It is calculated per kWh of electricity and per gallon of water. It ensures DEWA can maintain supply despite fluctuating energy costs.

Housing Fee

The Housing Fee is collected by DEWA on behalf of Dubai Municipality. It is fixed at 5% of your annual rent, divided into 12 monthly installments. If you own the property, it is calculated based on the RERA rental index for similar properties.

Sewerage Fee

Dubai Municipality charges a sewerage fee of 0.5 fils per gallon of water consumed. This covers the cost of collecting and treating wastewater.
